Richard and Patricia Cowell fabricated the first Cowell loadbearing vest in 1979 for [ county ] deputies. In 2005 the company moved to the Kootenai Valley in Bonners Ferry, Idaho, where it manufactures today. Matt and Julieann Cowell own and run it, and the patterns the company was built on are still the patterns in production.
Every carrier, vest and pouch is manufactured at our facility in Bonners Ferry. Nothing is imported finished and relabeled. Because production is under our own roof, we can tell a department exactly how a piece of their equipment was built.
Carriers are not pulled from stock or sized from a chart. Each one is cut to a set of measurements and to the armor the department issues.
We repair and modify our own carriers for as long as they are in service. Shop time is $50 an hour and every job is quoted before we start. Terms

Departments evaluating a vendor can wear one of our carriers before ordering. We keep six to eight samples available and cover shipping both ways.
